Methodology
Demonstrably in control — our methodology
Evidence over paperwork — how we safeguard compliance.
For us, "in control" is not a feeling. It is a figure you can show — to your board, your insurer and the regulator, whenever they ask for it. We don't build that certainty on a binder full of reports, but on a cycle that keeps itself up to date: collecting data, assessing it objectively, recording it as evidence, and improving continuously. ISO 55000, rgdBOEI (the integrated inspection method the Dutch central government uses for its own real estate) and NEN 2767 (the Dutch condition-assessment standard) are the established frameworks we use for this. They are not the story — they are the evidence behind the story.
From signal to evidence
The four steps
For us, compliance is not an annual exercise but a continuous cycle. Four steps, and then round again.
1. Inventory
Every building, every installation, every building component goes into one digital file. No more separate Excel lists or folders.
2. Assess
Every component receives an objective score: rgdBOEI for the integrated inspection, NEN 2767 for the condition.
3. Safeguard
The outcome is recorded in Safanto One, your up-to-date register and dashboard — ready to show at any time, not just at an audit.
4. Improve
Based on risk and condition, we adjust: maintenance, planning, budget.
Practitioners know this as PDCA (Plan-Do-Check-Act), the improvement cycle behind every international management system. At Safanto, the cycle keeps running on its own: the system itself signals when the next round is due.
Assess
rgdBOEI inspection
For the “Assess” step, we work according to rgdBOEI — the integrated inspection method of the Rijksvastgoedbedrijf (the Dutch Central Government Real Estate Agency), developed for the central government's own real estate: ministries, courthouses, barracks, national monuments. We apply the same method the Dutch central government uses for its own portfolio.
Fire safety (Brandveiligheid)
Maintenance (Onderhoud)
Condition, measured according to NEN 2767 — see below.
Energy (Energie)
Energy efficiency and sustainability.
Insight into laws and regulations (Inzicht in wet- en regelgeving)
Does the building component comply with the applicable rules?
The result is one report instead of four separate inspections, carried out by certified inspectors. That report is the basis of your maintenance plan — see Risk-based maintenance below.
Assess
NEN 2767 condition assessment
For us, “well maintained” is not an opinion — it is a number. NEN 2767 scores every building component on a scale from 1 (excellent, as new) to 6 (very poor, end of service life), based on three fixed criteria: the severity, extent and intensity of observed defects.
Because the score follows fixed rules, two inspectors arrive at the same number. That makes the condition of your real estate comparable — across buildings and over the years. NEN 2767 is the engine behind the "Maintenance" score in rgdBOEI, and the objective basis of every long-term maintenance plan.
- 1excellent
- 2good
- 3fair
- 4moderate
- 5poor
- 6very poor
From measurement to plan
Risk-based maintenance
A condition score alone is not yet a plan. We translate the outcomes of rgdBOEI and NEN 2767 into risk: what happens if a defect is left unaddressed, and what does intervening cost now versus later? That way, risk determines when maintenance needs to happen — not the calendar.
Strategy
ISO 55000: value from assets
ISO 55000 is not about the building itself, but about the value the building delivers for you. The standard describes how to align real estate decisions with your objectives — from strategy down to the individual task on site, in one line of sight, so you always know why something is happening.
ISO 55000 provides the overview and the shared language; ISO 55001 sets out what an organisation must demonstrably have in place — the standard against which an organisation can be certified; ISO 55002 gives practical guidance on putting it into practice. We set up our data, dashboards and work processes according to that logic: every euro you spend on real estate can be traced back to a goal you have set yourself.
What this delivers for you
Four frameworks, one result
You steer on facts, not gut feeling.
Safety
Risks are visible before they turn into an incident.
Cost control
Maintenance is based on condition and risk, not the calendar. That saves unnecessary interventions.
Well-founded investment decisions
Every proposal rests on a figure, not a feeling.
A reassured board
Board, insurer and regulator all receive the same up-to-date evidence.
A positive reputation
Your portfolio is seen as an example rather than a risk.
Less time spent on evidence
Evidence is gathered automatically — no more collecting it by hand before an audit.
Frequently asked questions
About the standards and the method
What exactly is rgdBOEI?
rgdBOEI is the integrated inspection method of the Rijksvastgoedbedrijf, the Dutch Central Government Real Estate Agency. The name stands for the four themes assessed in a single inspection: Brandveiligheid (fire safety), Onderhoud (maintenance), Energie (energy) and Inzicht in wet- en regelgeving (insight into laws and regulations). The method was developed for central government real estate and is widely used by other property managers.
What does a NEN 2767 condition score mean?
NEN 2767 gives every building component a score from 1 (excellent) to 6 (very poor), based on the severity, extent and intensity of the defects found. Because the score is determined according to fixed rules, it is objective and comparable between inspectors and over time.
What is the difference between ISO 55000, 55001 and 55002?
ISO 55000 describes the principles and shared language of asset management. ISO 55001 sets out the requirements an asset management system must meet — and is the standard against which an organisation can be certified. ISO 55002 provides practical guidelines for applying 55001.
What is PDCA and how does Safanto use it?
PDCA stands for Plan-Do-Check-Act: the continuous improvement cycle behind every management system. We translate it into four practical steps — inventory, assess, safeguard, improve — that repeat as soon as new data comes in.
How does a NEN 2767 condition assessment relate to my long-term maintenance plan (MJOP)?
The condition score is the objective basis of your long-term maintenance plan: you plan maintenance on the basis of measured risk and condition, not a fixed calendar. See Risk-based maintenance and the MJOP tool Ordo.
Do I need to purchase these standards or get certified separately?
No. ISO 55000, rgdBOEI and NEN 2767 are not quality marks you need to obtain separately — they are frameworks we use to make your data objective and comparable. Certification against ISO 55001 is a separate, optional step your organisation can consider for itself.
